Kirkuk: Will parties reach consensus for a new governor?

In order to obtain the governorship of Kirkuk, the Patriotic Union of Kurdistan (PUK) would need to gather seven different groups together in a meeting of the provincial council to approve its proposed candidate.

Three Kurdish parties within the Brotherhood list, two Turkmen parties (Shia and Sunni), an Arab party and a Christian party need to come together in order to approve the governorship of Rizgar Ali the proposed candidate for the PUK.

“We are trying to bring together 21 members to hold a session but we have not been able to do that yet,” said Ahmad Askari a member of PUK from the Brotherhood List.

The Kurds from the Brotherhood List are divided with the Kurdistan Democratic Party (KDP) rejecting to participate, PUK pushing for the vote and the Kurdistan Islamic Union (KIU) want to secure its rights to participate in the process.

The PUK tried to gather all the sides in Sulaymaniyah on 28th of October but the KDP refused to attend the meeting and it was not successful. The Arabs also do not want to hold a meeting of the provincial council, the Turkmen have different views and their demands have risen but the Christians would like to participate in any meeting that is organised.

Najat Hussein a Turkmen Shia member of the provincial council says the head of the counil should go to Turkmen the same way the Kurds are asking for the governor’s position.

The PUK has six members in the council out of 26 members, the Arabs have six, and Turkmen have nine members.

Rizgar Ali the proposed candidate from the PUK told Zhian magazine that the main issue is to gather 21 members of the council to approve his candidacy. He said that 15 to 16 members of the provincial council from the Kurdish brotherhood list have gone to Erbil.

The Turkmen also have more than three candidates for the head of the provincial council.

Since 2005 there has been no provincial council election in Kirkuk because of the disagreements between various groups.
